Administrative sector and cooperating agencies

Several independent institutes and agencies operate within the administrative sector of the ministry. They carry out the ministry's objectives on social development and participate in the programmes outlined in the government programme. Their activities are supervised on a regional basis.

Some of the independent agencies and institutions produce research for drafting of legislation and for social and health policies and decision-making. Some of the institutions act as permit and supervisory authorities. 

The Ministry enters a four-year performance agreement with the following agencies and institutions:

National Supervisory Authority for Welfare and Health
Radiation and Nuclear Safety Authority
Finnish Institute of Occupational Health
Regional State Administrative Agencies
Finland’s Slot Machine Association
Social Security Appeal Board
Unemployment Appeal Board

Appeal boards

Clients who are dissatisfied with the decisions of various institutions and companies (such as the Social Insurance Institution and insurance companies) can apply for changes to decisions in the first appellate level. Appeal boards in the sphere of the MSAH handle applications concerning social security, unemployment security, earnings-related pensions, accidents and traffic accidents.

The Ministry of Social Affairs and Health supervises the activities of the these boards and ensures the legal safety of citizens in appeal matters.
