The MSAH and its Preparedness Unit oversees and coordinates preparedness for special situations and emergency conditions concerning social and health care.
The aim is to safeguard the income security and functional capacity of the population in all situations. In line with legislation, authorities and institutions have to ensure that they can operate as unhindered as possible, including in emergency conditions. This involves prior preparations and standby planning.
Assisting with this is the Advisory Board for Health and Welfare in Emergency Conditions, a permanent committee appointed by the government.

Preparedness also involves the use of the nationwide digital authority network to ensure authority communications in special circumstances, operated by the state-owned State Security Networks. One of VIRVE's key user authorities is the MSAH, the use of which is coordinated by State Provincial Offices and decided upon at municipal level.
